The promotion of sustainable development is a long –term and historic mission that requires our hard working. We advocate the idea of "Build Harmonious and Peaceful Jiangxi and Reach Goals of Enriching People and Developing Jinagxi". With guidance of the concept of scientific development and the principle of "Want Gold Mountains and Silver mountains at the Same Time Want Green Mountains and Clean Waters More", we focus on developing economic strength, promoting development level, and respecting natural laws to explore a new way to quick economic development, good stewardship of natural environment, rich life, and harmony between human beings and nature.
First, transform modes of economic development and take route of new type of industrialization.
Jiangxi is on the track of industrialization. Based on the requirement of sustainable development, we carry out driving industrialization with informatization, promoting informatization with industrialization, and opening up a new route of industri-energy, less pollution of environment, and good play of human resources. We stress on metallurgy, mechanism, medicine, electron, food, new materials that indicate relative advantages, foster mainstay industries, and further increase the degree of industrial concentration. We learn from abroad to build industrial parks, intensify use of land, harness discharge of industrial "three wastes", and create a number of industrial parks with characteristics of low consumption of resources, clean production, large scale industries, and high content of technology. Meanwhile, we use advanced technology to innovate traditional industries and develop advanced and new industries. During the course of industrialization, we are going to intensify the regulation and control of resource -typed industries, and strictly control industrial projects that consume relatively more mineral sources, water resources, and forest resources as well as those which have We are determined to strengthen the regulation and control of energy consumption, block the entry of projects with high energy consumption, gradually eliminate bad production lines of steel andiron. construction materials, chemical industry, and paper making
Secondly, carry on with the ecological construction an dimprove the ecological system. To form a benign mechanism of forest resources protection, accumulation and effective utilization, the following measures will be taken: closing hills for forestation, public welfare forest preservation, returning farmland to forest, plain planting; developing fast-growing and high-yield plantation, industrial material forest, flower and seeding trees forest, fancy fruit forest and the featured forests alike. The sources of rivers, important watershed conservation areas, areas against wind and keeping sand and key fishing waters will be comprehensively planned. A series of key ecologically functional areas will be built up step by step. The protection of scenic resorts and tourist sites will be strengthened. During the process of development, the ecological projects will be rationally planned and the tourist industry will take the road of beneficial development. The projects of mountains-Rivers-Lakes will be advanced and Poyang Lake, Ganjiang River and the other four rivers will be further developed and harnessed. The development and harnessing plan will be improved; the project service system will be perfected and the production conditions as well as the ecological environment in those areas will be changed for the better.
Thirdly, enhance pollution prevention and treatment and optimize human habitat. Reduce the solid, liquid and gas pollutants. Solid waste disposal and overall utilization will be reinforced, and harmless production, garbage classification and recycle will be advocated. The safe disposal of harmful waste and non-point source country pollution handling will be enhanced, and the city environment will be cleaned up. Domestic sewage and industrial wastewater will be discharged with restriction, effectively disposed and controlled. Therefore, the disposal rate of waste sewage will be increased. Particularly, the protection of drinking water source and pollution treatment and prevention in cities and towns will be given much prominence to. In addition, country tap water will be popularized and drinking water quality will be improved. To improve the air quality, integrated and rigid control over discharge of exhaust gas and disposal of exhaust gas will be exercised.
Fourthly, proceed resource saving and reutilization, and make active effort to develop circular economy. In compliance with the principle of' reduction, reuse, recyclable, comprehensive resource utilization will be intensified and try as much as possible to reduce natural resource input, and recover utilizable materials and reduce final waste, thus transferring from the single linear process of resource- product-waste to feedback circular process of resource-product
-waste-renewable resource. The work concerned is focused on the establishment of circular production in the industries of steel and iron, power, coal, chemical, building materials, textile and light industry. Country resources and waste discharge will be controlled. Every effort will be made to popularize the productive pattern of pigs--marsh gas--fruits and pigs--marsh gas--vegetables to quicken the step of utilizing straws and to spread vigorously ecological production and lifestyle. Model district construction will be launched and a number of ecological gardens will be built that are in accordance with development pattern of circular economy. Green consumption is advocated and many efforts will be taken to build an energy-saving society.
