REPORT ON SUSTAINABLE DEVELOPMENT IN
JIANGXI
SUGGESTIONS FOR INTERNATIONAL COOPERATION AIMED AT SUS- TAINABLE DEVELOPMENT
The realization of sustainable development is a common historical task faced by mankind. We gathered here with the purpose to boost the great cause. I am making use of the chance to convey suggestion and strong wish for cooperation of Jiangxi's people to all of the honorable guests and friends.
We are longing for cooperation in the following four major fields. They are: ecological construction, environment-favorable industry, green food production and circular economy.
As to ecological construction, Jiangxi Province has made certain achievements. However, we are still confronted with tedious task. It is our hope that more and more nations and international organizations will participate in the work. Meanwhile, we hope that all of the guests and friends will put forward valuable suggestions. At present, our work is concentrated on the biological diversity protection and research on Poyang Lake; on the conservation of soil and water in Dongjiang River source; on the development and the protection of natural resources as well as humanity legacy in the scenic spots as following: Lushan Mountain, Jinggang Mountain, Sanjing Mountain, Sanbai Mountain, and Dragon and Tiger Mountain. In order to further preserve and develop the ecological attraction in Jiangxi, We are looking forward to working out more effective integrated control programs with in-depth researches of wetlands, rare migrating hing resources, living conditions of animals and plants, stockbreeding, the utilization of water resource and geography and history of lakes.
In terms of environment-favorable industry, which is a sunrise industry with great potential, Jiangxi is now in the new phase of rapid development. Not only do we advance industrialization and urbanization, but also we pay much attention to ecological construction as well as environmental protection, as a result of which, there will be tremendous business possibilities in Jiangxi environment- favorable industries. We sincerely hail overseas friends to get involved in environmental protection field of Jiangxi Province, and both sides will get benefits through cooperation. Specifically, we are seeking partnership in the fields. First, the purification of urban sewage, garbage and construction of disposal facilities for harmful waste are targeted at enhancing urban functions and environment, improving urban carrying capacity Secondly, development of water- and energy-saving technological equipment, key technologies, harmless production and reduction of waste discharge are directed in facilitating pillar industry. Thirdly, tailings treatment of copper, tungsten, rare earth, tantalum and niobium mines are intended to improve the regeneration ability of the soil. Finally, the research and development of biological fertilizer and pesticide, the breeding of fine varieties on top of improving soil are supposed to reduce the damage to the soil. We have established correspondent preferential policies to ensure that investors will get stable profit.
Nowadays, when consumption structure is kept upgrading, green food is receiving more and more popularity. As an agriculture-centered province with desirable ecological environment, it will be an advantage to produce green food. Presently, we are endeavored to construct fine agricultural products output bases and develop ecological agriculture. Therefore, co-work is badly needed in all of the links of production, supply, marketing of green food. In addition, we expect cooperation in geological environment protection so as to thoroughly improve the green food production conditions. Partnership is eagerly longed for in adjusting agricultural productive structure to develop new green products according to different demand of international market. Cooperation is also expected to be undertaken in green food varieties development and system erection of animals and plants quarantine and quality certification of new products so that the quality of products together with market competitive power will be kept promoted.
In light of circular economy, development and resource utilization and saving are of major importance for sustainable development strategy. When speeding up development, Jiangxi lays great emphasis on the adoption of the idea of circular economy to various assignments and spares no effort in constructing an energy-saving society. Therefore, we are eager for international discussion and cooperation in some key fields, including how to push ahead resource circular utilization within enterprises so that small amount of waste discharge even "zero discharge" can be achieved by the material circulation amid the various workshops in a single factory and the reduction of material used; how to advance the circular network construction among enterprises or industries so as to connect different factories and form an industrial concentration with resource sharing and product exchanging; how to establish and perfect the recovery and utilization system of renewable resources, which is especially beneficial for making considerable progress in recovery and disposal of waste glass, batteries and white rubbish. It is faithfully expected that all of you will declare yourself and make lasting cooperation with us to help increase our rate of resource output, cyclic utilization and waste disposal.
